The distribution of wealth from Abyei`s oil revenues will be divided between the North and the South (50:42), with small percentages of the revenues allocated to other states and ethnic groups: 2% each for: the Ngok Dinka people, the Misseriyya people, Bahr al-Ghazal State (Warap) and 1% for South Kordofan State (SKS) and the western Kordofan component of SKS. Here, different forums can use the whole thing. The ongoing negotiations with the SPLM-N and Darfur armed groups should focus on the ceasefire and humanitarian access in the Jebel Mara region of Darfur and both regions, as a springboard for a broader political process that will address the issues of federalism, security sector reform and military integration, and other such issues. The ongoing discussions between the government and the SPLM-N alone cannot solve these major problems. But one can`t expect to agree on the stepping stones if the big forums don`t exist yet…
